DISCLAIMER: I don't want to give tanks cloaks. This idea is aimed solely at attempting to solve the issue of balancing AV weapons around three vastly different types of vehicle without gimping any into irrelevance and/or making one type of vehicle functionally indestructible. I'm not naming names, but I am looking at you, Maddy :/
So, my take on the current vehicle meta is thus:
-armour tanks are exceptionally difficult to remove using only light AV -shield tanks are buggy, slightly broken, but are still viable. -LAVs are instapopped by anything better than MLT light AV, reducing them to the role of jihad jeeps and fat taxis. -Dropships are a Greek Tragedy.
Essentially, balancing AV around the concept of making them effective against tanks ultimately results in the other two vehicle types becoming redundant, because they are inherently weaker, so anything that can reliably kill a tank will obliterate anything less than tank. Or rather, balancing AV around how well they can chew through EHP will always fail. You can't be fair to all three vehicle types, and reducing AV effectiveness to give DS and LAVs breathing space results in tanks becoming deeply un fun for infantry by and large.
So, with that said, hear me out: balance AV around being good at chewing through tank EHP, get that right. And then give DS's and LAVs cloaks, as a module, as a way for them to defend against AV. It breaks lock-ons, confuses swarms, and, errr...makes them invisible, allowing for covert insertions of ground troops and/or lighting fast hit and run attacks by light vehicles. As a balancing factor, cloaking halts all shield regen, armour repair and hardener use, and indeed any active module except perhaps propulsion mods become inoperable. .

even as a drop ship pilot I think cloaks are bad for them. It's hurts vehicle combat just as much as it would hurt av combat.
imagine trying to dogfight shoot down a cloaked python/incubus. imagine getting rammed by a cloaked gorgon.
a lot of pilots can't fly in first person. I can only imagine their struggles in an invisible DS.
also it would make forge guns pretty useless vs drop ships. I would rather encourage forge gun use than push more people towards swarms.
