I do it with a standard assault suit and matching racial standard light weapon which benefits from the suit's skill bonus; I usually use Minmatar assault with assault combat rifle (also with flaylock pistol, and advanced flux uplinks), or Amarr assault with scrambler rifle (also with breach SMG, and advanced active scanner). Commandos will also work; I frequently use Amarr commando with assault scrambler rifle. I have all bonus-granting core skills at level 5, operation for both these assaults and the commando dropsuits to level 5, proficiency level 5 for scrambler rifle, combat rifle, SMG, and flaylock pistol to level 5, and the warbarge damage thing to level 4. I have over 52 million skill points, and it is all spent wisely. You do not need this much skill investment to achieve 20 kills, but it certainly makes it easier. I would suggest using advanced or prototype to make up for lack of SP investment or gaming skill.
Do not play with a squad -- they will hog all your kills, and matchmaking will be more likely to put you in tougher battles where it's much harder to get 20+ kills.
Be aggressive, but be smart. Always be running towards your next prey, but do so by flanking them from the sides or from the back. Using cover is also very important when dealing with multiple targets. I recommend using an active scanner to mark enemy locations, but if your equipment slot is already used up on the assault suit, I suggest using precision enhancer modules (1 complex, or 2 basic ones). Obviously, you also need to know when to run or hide to recover your health (another reason cover is important).
Become proficient at killing while also moving from side to hide to make yourself harder to hit (strafing).
Another completely different strategy is to be a sentinel, and defend the objective by staying near it, and killing those who approach it with an HMG. While this is effective and fun, I faaaar more enjoy rushing enemies instead of just waiting for them to advance.
