Molden Heath Corporations had intened to open TARTAVEN system for a 'training zone' area for undeveloped PC Corps although I am afraid it looks like there is no interest in Corps making this possible by arranging/supporting it. No bueno
If a number of strong PC Corps agree to monitor an area, keeping the tryhards out of it that is all that's needed to host a 'training environment' but it seems like there is no interest in organizing it so it can begin, some disagree with holding hands, most just want to be the one to attack it  so unless multiple active teams support it, there is too much work for the costs.
The scattering of all Corps is not good for anyone but those not worried about the price of attacking, In most area's of MH there is a big lack of fights because a lot of the strong corps don't attack neighbours and the newer corps often try to avoid attacking the strong corps they are surrounded by, having some arranging via planets would increase the fight quality a lot for ALL.
eg.
Almur - Training System
Fittikan - Tryhard System
Eoldulf - Early Bird Special (12:00-20:00) timers
Elfrard - Late night XXX pay per view (21:00-05:00)
All activity would increase as fights at the same timers and experience would be open to all Corps.
I can't see it happening unless CCP provide the platform and start blocking Corps from systems, nice sandbox |

Most of MH would need support it for any possiblity of running it, and don't look at me to set it up, I just stab people

Did he just say cooperation?? what is this 2-player story mode?? this is New Eden brah.. we be chillin, killin and making damn sure no-one but ourselves is havin a good time around here. Dust..... Dust never changes...
If anything can be done to set systems for lower tiered battles, it is useless without the major activity supporting it.. and it should be obvious that 0.H would be needed to spearhead it, because 99.9% of MH are **** scared to fight them, more Corps would be needed to cover timers but if the reward for trolling new corps was 0.H trolling you a PFC setup would be possible.
Other Corps who would be needed to support this, N-F, PoK, A.I, Kappa, Nyain, Prima, SOG, RG, DMG and any other Corps relying on their own members to field teams, the only thing required of them would be to back off attacking small corps under the pre-text of a 'friendly' PC, which.. If you have won the fight before it deployed are not very friendly to begin with |

Pretty much, I can't blame a team for not wanting to fight the biggest gathering of vets aside from N-F though, it only leaves enough room for one team to enjoy the battle.. so it's exavtly why support of Corps like these is needed for any control of a PFC style setup.
