Last district rule was primarily there to let corps practice because it was completely unreasonable to spend 50mil just to send one attack to try to PC. Now with command points corps don't need districts to really practice it is just there call if they want to take districts or not. Although the last district rule is not really in affect anymore there are still corps who give away districts for free. 0H currently is or will be in the near future if im informed correctly.
Although the last district rule is not really around because of PC 3.0 there are forms of social justice if people see that there are certain corps that are continuously flipping last districts and picking on smaller guy they might get hit by bigger and more established for themselves and get a wake up call. Not because of a last district rule but because of a corporations moral responsibility to molden heath.
