The Amarr Scout has strong short scans that could be enhanced with amplifiers but with the nerf to them its just a useless module. Sure you can be a strong passive scanner but with such short scans you'd practically have to be on top of the enemy to provide and recon information.
While if you were a gallogi all you'd have to do is stand about 100m away and point to get a location of your enemy which can further be increased by having multiple scanners. Now if Range Amplifiers were brought back to their old stats then I could see the Amarr Scout as something other than an uplink fit for the first few seconds of a match.

I've ran the scout since its inception up until a few weeks after the Ewar changes and from what I know the only thing that has changed with the Amarr Scout is its base stamina stats. Other than that both its defined role and pseudo role is done better by the logi class.
