Actually as a result of trade agreements with the Gallente and in dealings with the SCC Free Markets Slavery has become and intergalactic industry instead of the carefully controlled and regulated religious precept the Amarr hold to.
Slavery in Amarr is illegal. However slavery outside of Amarrian spheres of authority is a thriving industry because we are unable to legally police it.
Amarrian capsuleers have recently been lobbying to make it illegal once more to sell slaves on the open markets in order to prevent the phenomenon known as 'deathcanning' and the massacres of slave by psychotic butchers with no respect for the institution.

Amarr see slavery as a religious aspect of their culture. On one hand it represents a single unified attempt to culturally indoctrinate a large population over time and across generational boundaries, on the other it represents an attempt by the Amarr to follow an obscure reference in Scripture which would suggest the Amarr have a divine right to rule.
From these two things a culture amongst the Amarrian nobility came to exist where in each noble family one is designated a 'Holder' with the right and responsibility of controlling and educating these slave groups. Normally this is a rigorously policed practice to ensure a Holder is both fulfilling their responsibilities and not abusing their power over these people. Speakers of Truth are akin to spies, judges, and executioners in Amarr space and have the last say on such matters.
In the end you must remember that in Amarr the only purpose of slavery is to eventually make those descendants of the originally taken Minmatar slaves full citizens of the Amarr Empire and practitioners of the Faith.
Remember 2 important changes in modern Amarrian policy. The first is that Slave taking is illegal in the modern Amarr. Secondly mistreatment of slaves no matter your rank in society can and most likely will be punished incredibly harshly.
That being said mistreatment is a pretty flexible term. Beatings can be earned for lack of discipline. Execution can be earned as well. However wrongly subjecting a slave to coarse treatment is abhorred.
Remember that amongst the Amarr there are as many views on slavery, interpretation of faith and scripture, etc as there are people.
E.G- I view it as necessary. With so many people conquered/taken strict rule and a firm hand had need be taken resulting in the current generational slave stocks the Amarr and Khanid have. In this modern era with the Amarr stepping back from the role of 'conquerors' and into a role more akin to 'peacemakers' slavery is no longer a preferable or necessary practice where peaceful conversion and cultural exchange would suffice.
However should the Amarr make a significant conquest once again then slavery might become necessary as a form of control.
