They do it because they are hoping that one side eventually wins and that hopefully the peace will finally let the Caldari have access to more of the Minmatar's natural resources.

Caldari could be loosely allied with all nations it just depends which megacorporation you roll with. One major resource minmatar do offer to the caldari state is engineers and technicians minmatar are much smarter than the gallente insultingly take them for (just that minmatar government structure is has been so poor it doesnt have the means to mount a proper front until fairly recently this is like trying to unsink the titanic while still on it and managing to succeed with duct tape and rust.) Overall there is generally two bad bloods with the gallente and caldari.
First being caldari prime. Caldari had it for millenniums until gallente pushed them off of it.
Second being that Caldari do not like the brand wholesale version of 'freedom' that Gallente is trying to shove down their throats. A similar strife issue cropping up now between the Minmatar Republic proper and the Gallente Federation.
The loyalties of the governments and subfactions of them is not so black and white. There are groups that like each other and groups in the same factions that will gut each other if given the change.
IE Black Eagles, Templis Dragonairs, ect ect.
The only groups you can be sure of their allegiances are would be the "pirate' factions, Serpentis, Guristas, Angel Cartel, Sansha Remnants, Sansha Nation, and Blood Raiders.
