They've been talking about it since Uprising 1.3. That was when they gutted the team and started work on Legion.
So maybe, just maybe, if they hadn't have pulled the team to work on vaporware project x, we might have gotten to a better place regarding client performance.
Sadly, CCP never even tried before firing the team, and splitting those who remained onto the mobile/VR project and the skeleton crew for dust.
But I am with Ghosts. Dust won't get ported, and it won't get a reboot on another platform. The thing is deader than dead. We are just playing through the last act.

None of those cases exists, even with low player base (old console, old engine) the game is profitable for the company, enjoyable for the players.
First, 10 minute pub queues are already here.
Second, they already said no more updates, then backtracked(presumably around the time they killed Legion). Does that make Dust undead?
Finally, just because the game is currently turning an operating profit does not mean that it hasn't been a loss for CCP over the longer term. The only reason why they are turning an operating profit is because they cut staffing levels back to match player payments.
When player counts go up, then maybe you can pretend that Dust hasn't been buried for a year rotting in the ground.

That people want to excuse CCP for shoddy work, when they chose to strip staff off for Legion is a little foolish to me.
CCP made a choice to cut expenses and increase the monetization options. Judging them based on that choice is perfectly reasonable.
