Several things happened while you were away....
- A warbarge subsystem was implemented that provides you with a handful of officer weapons/dropsuits each day. At level 1 you receive 2 pieces of officer gear every 24 hours. Not sure how many level 5 gives you.
- Player trading was enabled. People who have no use for officer weapon X can now give it to another player for an officer weapon they actually have SP in.
- Strongboxes occasionally drop officer gear.
- If you open 10 strongboxes at once you are guaranteed at least one rare item. In most cases this is a piece of officer gear.

A free player can play matches and earn ISK just like paying players can. Free players can accumulate ISK with starter or standard/militia fittings in pubs. Free players can earn loyalty rank 2 then sell their officer drops for ISK as well. I bought some Krin's ARs from a guy who has not purchased AUR before. He got a fat wad of ISK from me and has not spent a cent on this game.
Again, paying customers can accumulate ISK faster. That goes back to my original point: 'Do I want to spend money?' or 'Do I want to spend time?'

SKINs are great and like you I hope that CCP continues to iterate on SKINs. I'm under no illusion that they can sustain the game's development purely on SKIN sales though.

TL;DR - Using the warbarge to farm officer weapons is much harder than Mr. Pancakes is making it out to be.
