The new changes coming to PC look great. But I feel it can still be improved a lot by changing some of it's core dynamics.
Basic Pemise
Make distance/proximity a factor + integrate PC more closely with EVE.
When a corp chooses to attack a district, and chooses which planet to send clones from, I would like there to be an increasingly large logistics cost the farther away the planet is. This could be somewhat bypassed through EVE, which I'll explain later.
Attacking a planet on the other side of MH would be incur a large Logistics Fee, wheres attacking a neighboring district on the same planet, would incur no Logistics Fee, and so forth.
Starmap
This would make for a much more logical starmap. Corps would be more likely to carve out areas of space for themselves resulting in having OH space, FA, NF etc. Rather than the random mish-mash of district ownership you can see on the current starmap. I believe this would also help with EVE support: A PC war would be confined to a smaller area rather than all of MH and make hopping to different districts less tedious.
Logical Warfare
The actual PC wars would work much better with this system. They would be much more linear in nature, IE: "We have been pushed back to XXXXXXX".
We would also see much more focus on battles for single planets. Charging no Logistics Fee to launch district-to-district attacks from the same planet would see a larger focus on that kind of warfare. Once an attacker has a foothold (owns a district) on your planet, they can launch free attacks from that district (and continue to send clones to their district from other planets as re-inforcements).
For the defenders, you would need to drive them off your planet in order to drastically increase their attack cost. We would actually see things like 'The battle for Kadlina' etc.
Strategic Value
With proximity and location actually being a factor, this would give different planets varying strategic value. This would be another dynamic to add to PC wars which we are currently lacking. All districts and planets are more or less the same.
In the case of actual wars, you would have 'fronts'. A large corp could be ganged up on from multiple fronts and have to suffer the inherit logistics difficulties involved.
A corp might own a district far away from it's main empire as a sort of outpost, but that outpost would have to be somewhat self sufficient.
Diplomacy
Diplomacy would be completely changed for the better. If corps are going to gravitate to actual borders rather than being completely scattered across MH, then we are introduced to neighbor relations. Your relations to your neighbors on your borders would play a large factor in managing your corp.
This would also help with the 'big blue donuts' that tend to develop in PC. Right now every district is equally within reach of every other district.
With my system, PC would be 'regionalized'. A small corp far away from a very large corp has no real reason to be in an alliance with them, as getting their to help the other would be more costly than if they were next-door neighbours. This might serve to isolate some of the more distant corps.
New Corp Experience
This would be good for new corps trying to enter PC. Right now every corp is in arms reach of each other at all times. New corps attempting to enter now pretty much need to be protected by a mercy rule to not get immediately stamped out.
In my proposal they would atleast have less likely enemies at any given time. A new corp entering could get a foothold, and build good relations with a neighbour, and have a chance at being somewhat left alone.
EVE interaction
As I proposed above, a Dust corp acting completely on it's own would pay a large price for waging wars too far away. This would regionalise wars, create a more logical starmap, etc. A long distance war could be made much easier and cheaper with the help of EVE pilots.
To reduce (or eliminate) the logistics cost involved in long-distance attacks, an EVE pilot would need to pick up the clones, and arrive at the enemy district at the time of the attack. Similar to dropping an OB, the invasion ship would need to capture a beacon and hold it for a period just prior to the battle (5 - 10 min or so).
This would actually set the stage for an EVE battle parallel to the Dust battle. If the entire invasion hung on dropping the ground force to the planet, you would see a much stronger effort EVE-side. Not to mention the subsequent battle for OB support.
EVE presence would also be more convenient given the nature of planetary warfare in my system. The invasion force would either go on conquering other districts on the planet, or be driven off. Meaning the planet would be an EVE battle site for much longer than 30 min.
A dust corp could still forego this EVE cooperation and choose to pay the large Logistics Fee.
Curious to see what people think. I'd like to hear from experienced PC'ers as well as people just looking to get started.
