They are not disposable assets, therefore you always, always ALWAYS lose 4-7 matches worth of payout if you die in a proto tank.
Plus the redline being "safe" just means there's only going to be yo-yo play.
And the reason there's so much AV? Because for most people, killing a moderately intelligent tank driver requires two people or more.
Plus there's free swarm starter fits that everyone can swap to.

Things are different now. I'm not sure whether they are better or worse. I find it lacking in fun.
Because of the cost, drivers and pilots wind up reverting to the most risk-averse idiocy, or they exclusively run fits like 2x rep/2x hardener.
It's gotten old. The Sagaris in chrome were actually a lot easier to solo than what we have now on the madrugar side. The current madrugar takes hits like the surya if you fit 'em right.
If tanks didn't cost more than 3-4x the cost of an equivalent AV fit (they cost somewhere in the neighborhood of 10x) we could justify giving them more bite and bringing the defenses down to "powerful, but not too obnoxious"
my objective for HAV balance is right around "Average Sagaris fit from chrome"

Full skilled gv.0 can pull about 167 reps/sec with a single rep mod.
The break point can be argued as reps as well but nerfing both brings us back to UP maddies.
There's a stupid number of factors.
Then there's the fact that minimum engagement times with various AV options range from 25 seconds to LOLinvulnerable.
Swarms break that curve. PLC would be where I feel they need to be with a 5% reload speed buff and the shield module nerf on vehicles completely reverted.
