There aren't really any requirements to join the alliance. Just tell us all you can via mail to Radel Endorian. After that discussion will be opened up on the matter amongst leadership. After a quick vote you'll either have your corporation's application accepted or declined. Also if you don't have a EVE pilot you can make CEO, KOE can send one over to help with that. Only an EVE pilot CEO can make alliance applications.

Train the corp management skill on your EVE character until you can successfully pass yourself CEO (to the EVE character). After that is done, go to the corporations tab and look for a sub-tab which should be named with alliances.

It will bring you to something that looks like a leaderboard, right click it and there should be an option to show all. (I'm a bit fuzzy with the alliance finding part), after that scroll to the Ns and look for the No Context alliance.

I believe right clicking on it, or double clicking will create a small window with choices, one being 'apply to alliance'



After that is done, our alliance leader will either put up your acceptance to vote, or just accept the application. After the application has been accepted, the alliance tab will be available to you about 1-3 days after.

And you only need lol 1 in the skill no more. Make sure once you send the application and it is accepted that you make your dust toon the CEO again. You don't want a expired trial getting stuck as your CEO. I'll start a vote early on the acceptance/denial of your application sometime tonight once I'm done with my classes for the day. That way you have less time to wait on being accepted.
