You haven't specified what you run or what your style is, so I'll just generalise my own experience as an average vet with a slowly climbing 1.18 KDR.
I use high alpha weapons and those that don't require aiming like a rifle does. I can't shoot with a rifle, for some reason I'm just no good at it. I followed Arkena's gallente assault guide and did not win the one on one's like I knew I should have done, and when I watch others' vids etc., I think to myself, dayum how the hell are they so accurate.
I also run predominantly scout, so my tactics usually involve being a sneaky bastard and getting the jump on people. High alpha weapons are great for this style. I would also say that you're always going to be at a disadvantage running solo - it's simply the nature of teamwork, even when there's just two of you. But you can still run with blues, or at least observe what they're doing to plan your own strategy.
Anyhow, the best sneaky suit is the Gallente scout - put a shotgun on that and sneak about the BF, shooting people in the back. The most fun suit, though to be honest I personally think it's one of the hardest suits to run, is the Min scout. But it is by far the most fun you can have in the game with a set of nova knives. Just prepare to be useless if they bring out low dB scans.
Minmando with mass driver and [insert another light weapon here] is also great fun and can be highly effective when you're defending / pushing with a bunch of blues.
