I think you're underestimating dropsuits, and dropsuit weapons. Not to mention vehicles.
To us, the equipment seems the same, but that's just because it's (more or less) to scale- with the exception of shield and armor tech in Dust offering far more protection than actual body armor.
More or less, a combat rifle >>>>>> an M-4, although they appear to be almost the same weapon.

Let's also remember that Dust's TACNET is also more developed than the modern TACNET. Right now, we're in increment 2. We've JUST gotten moving relays. While the Signal Corps's roadmap goes up to increment 4, Dust is at, or slightly past that. Inc 4 is essentially having absolutely everything part of the tacnet, down to individual soldiers. Instead of antenna relays linking up to vehicles, there will be drones acting as relays. I'm betting the MCC in Dust is a TACNET relay, explaining why we can't stray too far from it.
The army right now relies almost entirely on stationary antennas, which make for easy targets. We also don't have crazy-ass HUDs yet.
