Let me ask you a question just for the sake of clarity.
When you say "looking at my arm" are you meaning to say that you are stuck looking at your arm indefinitely after trying to swap or are you meaning to say that there is a delay between the time you press the button to swap and the moment the arm actually pulls out the weapon?
If you are referring to the delay, that is intentional. In fact, a lot of veteran scouts like me (well, at least those who don't rely on it like a crutch) have requested for such a feature for the sake of gameplay balance. If you recall, cloak delay was either non-existent or minimal to the point of feeling non-existent when swapping to a weapon from it. This allowed shotgun scouts to be able to squeeze off one or two shots before the cloak disappeared. I tried it myself and I didn't like how OP it made scouts at the time. Thankfully, it's toned down so you don't have to suffer the nightmares we endured back then.
PS: The cloak is mainly for infiltration and escaping. It's not meant to allow you to run up to someone and then instantly blap them the moment the cloak disappears.
My recommendation to you is to use cover from the terrain or structures. Once you are close enough to a target, you decloak from a safe distance while behind the terrain or structures and use that cover to mask your approach. Always attack from behind and make sure your target is actually alone.
