Instead of introducing a new line up of pilot suits altogether, why not just tweak the basic light suits into pilot suits? In general i think it would be easier to modify what you already have then to create a brand-new line up. So here are my thoughts, not completely worked out yet.
-+Each suit would get a bonus to its racial variant of vehicle, though like everything else, you can mix up suits and vehicles but the bonuses wouldn't apply then if you had racialy matched
-+It would be easier to balance the vehicles to the suits (i believe) if the suits were built first
-+The light frames (technically every frame) do not have a role besides being a double unlock to the scout dropsuit
-+Already have them to work with
Now to the slot loadout and what can be put on them/how they would work. This is the MAIN thing that ALL of the suits would have, a bonus to vehicle repair operation. If your in a vehicle its inevitable that there will be various attempts to destroy said vehicle. So, let the dropsuit have a vehicle repair bonus. You would have to equip a reptool of course.
Next thing, recall speed. The pilot suits altogether should have a faster recall speed.
Being pilots, they would be near useless on the ground but shouldn't be defenseless, would have a equipment slot, couple sidearm slots, highs & lows pending on race, but wouldn't be able to HP tank well.
Bonuses Gallente pilot suit- armour repair, active scans module at 3% PL (per level) Amarr pilot suit- armour tank, vehicle damage module at 3% PL Minmatar pilot suit- shield tank, propulsion module at 3% PL Caladari pilot suit- shield repair, ammo expansion at 3% PL
Of course just throwing out ideas.

Perhaps for Amarr rather than the Damage Module bonus give them a Heat Sink modifier/

I like it. If we ever get real AM and MIN tanks I think this will work great. My suggestion is to change he MIN bonus to 3% to base speed instead of shield bonus. So the racial focus would be:
AM-Armour GAL-Reps CAL-Shields MIN-Speed.
And for the module I think an ammo expansion might be another possibility depending on what the Min tank gun will be. So that its bonus mirrors the min assault.

Thanks guys. I'm interested also lore-wise so anymore constructive criticism welcome. And while i don't know much about tanks or tanking, i think i know a little about balance and lore.
