It was developed poorly, and is being rebuilt from the ground up to actually be an MMO, and not a lobby shooter. That game is Legion, and that game is not coming to PS4. As far as we know. Of course, CCP is so unbelievably tight lipped on Legion that you have to wonder what the hell is going on. DUST as the original concept might be done. The game could be a Day Z type game based on getting Salvage out in the field considering FF14 rather than an MMO for all we know.

Valkyrie is coming for PS4, but it's incredibly obvious that's just a short-term cash-grab arcade game to take advantage of the VR fad.
When did CCP "[acknowledge] that developing on PS3 in the first place was a mistake"? The only thing I can find is Rouge stating "Was it a mistake to launch on PS3? No. If today the idea is "Why are you going to PC now?" I feel that today, from what we have, the experience we're trying to do, PC is the right way to win at first" when asked "Do you think it was a mistake launching Dust on a platform that was already on its way out by the time Dust released?" (long time ago for sure) Even if they feel "we should never have tried this console stuff" I haven't been able to find a link about it.
Even more so, I haven't seen any statement on how they don't want to go on console, especially the 'serious game' bit. I might have missed it, certainly; I miss a lot of things because I live in a basement and cuddle my Hello Kitty full body pillow while eating Cheetos all day. Do you have a link that suggests that they actively don't want to go to PS4 rather than statements of "we haven't looked into it; Legion is still a prototype/if Legion becomes a thing"?
I won't make any statements on VR being a fad because it is not even really out yet so I just don't know. I do think it is weird that Hilmar is going head over heels for every bit of VR. "VR fire is the future!" and stuff like that.
The scary thing is the fact that CCP is being so damn quite about things. We don't know if 'Legion' is just "DUST 514 on the PC", if the game has been utterly scrapped, we don't know if it will go to PS4 (again, unless you know of an exact link because my dumb self doesn't), we don't know if they are looking to pull a War Thunder and have PC and PS4 people shoot at each other, we just don't know anything. As the EVE term goes: "we don't know, so let's hope the devs know."
I think the only way this doesn't end messy is having Cross Platform Play and letting us keep our SP, Aurum, names, and corporations at the very least. But we just don't have a clue...

The quote is buried, but I remember a dev saying that Sony is a bottleneck, slowing progress down. As far as the silence on Legion: how much did we know about Dust in the 3 years between the alpha footage at E3 2009, and closed beta in E3 2012? A ton of old devs still haven't been heard from, so it's a safe assumption they're working on Legion, and not on some super-extended vacation. Full disclosure: I do favor the PC over the PS4 in regards to what system Legion/DUST will/may/should be on though I fully believe that cross platform play is the best result. It keeps the console players we have gotten and basically every EVE player would at least try DUST/Legion. If CCP goes a Battle.net thing with one name, you could play a faster paced game (DUST or Valkyrie) while waiting for things to get set up in EVE and still get messages; it is the one thing that I actually liked about FF14. "Valkyrie for 15-60 minute play, DUST/Legion for 1-4 hours, EVE is the big 4 hour+ session." It is a clever idea... if it happens.
But "it is slower to develop on consoles because Sony has to check off on every update" =/= "this was a mistake." As far as I can find, the worst thing I could find was Rouge basically going "well, it isn't a bad idea when they started in 2009. It still wasn't a mistake but 'the best way forward' we feel is PC" and "New Eden deserves a PC FPS." That is more of a "doing it the first time wasn't a mistake; doing it again might be" and not "we cannot do this." Still, we just don't know.
Again going Devil's Advocate, a ton of developers have been fired and shuffled around like the shell game. Project Nemesis is being developed by Shanghai. If Rouge/Hilmar are to be believed, it is just a few people doing it on their spare time. If not, we don't know how much effort was moved from DUST to Legion (probably a lot for at least a while, like pre-Rouge Wedding to 1.9), how much from Legion back to DUST, or even from DUST/Legion to Project Nemesis. Given the fact that CCP has shown they are quite, quite capable of taking a lot of effort and throwing it into a blackhole (DUST into Rouge Wedding, World of Darkness) as well as delaying things for years (Walk in Station).
For me, I am thinking that CCP is trying to figure out if they want to do anything else with the IP. They have a few options: 1. "DUST was expensive and it took a long time to get any kind of profit. It isn't worth doing it again, especially considering the lukewarm reviews." 2. "DUST is finally making money. Let's just run this car until it drops dead." 3. "People were not too happy about FF14, going to the point to even give the Keynote it's own satirical name. If they don't want it, why make it?" I honestly thing they just don't know.
The silence is deafening. Them not saying anything could mean "let's not get their hopes up and cause backlash", "let's wait for the perfect time to pull a 'drop the mic' announcement, "let's just beat this horse until it dies", or "do we want this?" The entire shtick that we have had as players and customers for 15 months is:
We don't know.
And it is frustrating.
