The general gist is that by using power cores we kill two birds with one stone: We get the long awaited first steps toward Tieracide and performance.
Tieracide, explained, is simply making it so the there aren't higher tiers that are inherently -better- than the lower tiers because it is bad for gameplay overall. It is basically saying that whoever runs that tier is guaranteed an advantage just because they have that tier rather than meaningful rock/paper/scissors style gameplay where some roles are designed to counter others and similar roles will be determined by player skill and how it was fit prior.
So, with true tieracide, instead of having Militia/Standard/Advanced/Prototype dropsuits, you'd just have the one dropsuit level that everyone used.
For example:
There wouldn't be a Militia, Standard, Advanced, or Prototype Caldari Assault - there would just be -THE- Caldari Assault dropsuit. So you would use the same exact suit as me but one of us is going to win because we have better skill investment and/or better in-game player skill/better fitting. Maybe you're running a Cal Assault with four shield extenders and I'm running two extenders and two rechargers - I have better regen, you have better buffer. Those sort of differences are determined by how we made our fits, not who shelled out the most ISK for the upgraded stuff. It is a bit more centralized on the aspect that planning, strategy, and tactics, combined with player skill, is more important than a hamfisted sense of progression.
Eve Online made a tieracide initiative a while back by giving each individual ship a certain role. Sure, you have three different Gallente Battlecruisers and before they just got better as you went up in Tiers (Tier 1, Tier 2, Tier 3) but now they have pronounced roles. The Brutix is a close-range brawler, the Myrmidon is a drone-heavy platform, and the Talos is designed to kill ships larger than it.
