It would be a low slot module, so that it can used in off tanking so that players have to choose between armor tanking or better shield tanking.
What it does is it takes a percentage of your regular shield recharge, and causes you to recharge that much even while under fire (how armor repair works). So lets say, for example, the numbers are 10%, 15%, and 20%. There would be stacking penalties, like every other module.
So lets say you use a typical cal assault fit with ~600 shields, and 56 shield per second recharge and put on 1x of these (don't know what to call it) at proto level.
This means that the Cal Ass would now always regen ~11 hp/s even after taking damage.
It doesn't exactly make shield tanking good, but it is a start.

Or get a Sentinel MK.0 that recharges after 1.64 seconds :D
