you do not need to make the email accounts.
Use the Gmail + trick and you can make 16 psn accounts with essentially one email. It would be the best, unless you are going hardcore stealth mode and using proxies.
If you want to stream line it even more. You could get a PS3 developers console. Then you can really tamper with stuff. Sony is a huge supporter of indie communities and have given thousand dollar dev kits for ps4 to indie devs for free!
For the bot to create dust accounts online. I would use selenium to automate it. I could setup a VPS in pakistan or somewhere else to run it 24/7 without the use of my computer for another $10. There is an awesome Name and Username generators on GitHub. Personally I use one written in python that is really good, I could compile huge lists of generated names in seconds.
There are ways to further streamline and improve the first post. The less effort you put into this endevour the more worth it, it becomes.

That's likely also the thought process of the 'nutjob' performing this. They invest this money into CCP's product and hold of sense of entitled protection from being shut down. As we saw with CCP Reykjavik finally growing the cajones to take a hardline stance against muiti-boxing and input automation, I hope precedent will follow to how systems are designed and handled for Dust.

How do you know this happens? Can you confirm certain people do this? Or are you guessing this is a problem because it's 'technically' possible.
