I was looking at this card: https://trello.com/c/yo8sJ336/222-why-14-missiles-slots-and-12-in-turret-large-missile
That made me think of how the current Small Missile Turrets have 3 tubes but have an 8-round magazine.
The idea is you have a 3-round magazine that let's you fire the missiles out just as fast as a Large Missile Turret in exchange for a small cone-of-fire instead of pinpoint accuracy, and then a reload. You can still fire them one at a time just as accurately as you normally could.
This would allow better application of damage against vehicles and provide a slightly larger window for infantry to try and take cover when they come under attack.
As well, whatever advantage toward killing infantry the RoF would give would be countered by faster ammo consumption, forcing the vehicle to reload more frequently.

Even though I hate using missiles they are the only thing that work on an incubus and I never could understand why small missiles and Large Missiles worked differently.
If I could have a use the burst against those Suicide LAVs to pop them as well as keep a steady stream of fire on infantry that'd be awesome.
+1 Good example of how it could be used.

Releasing it as a variant at first would allow it to be tested kind of like the teleporter idea was tested in the Other Contracts section of the Battlefinder.
If it's widely adopted, you just remove the old one and you've successfully given everyone a neat new asset.

I think my main concern is that 3 missiles when rapidly fired may not be enough... When you consider a heavy forge gunner can take quite a beating, while dealing enough to thrash an ads without reload. Perhaps 6 missiles would be better, but with a max of 3 in a burst... Though with rapid fire, this could end up being as OP as the old Python RoF. Your last part was why I thought it best to stick with the 3-round burst. If you keep the current reload rate or at most extend it slightly, you won't have that long to wait before you can throw down another burst.
Bursts would be ineffective against Medium and Light suits because the missiles scatter a bit and some fast dancing can prevent hits. A heavier target like a Sentinel would need to use cover to engage while avoiding getting blapped.
