Aren't they the ones that have been tasked with communicating issues to the dev team, and providing feedback to the community? Part of me thinks that this should not be a cpm issue and cpm should focus on looking forward whilst ccp uses the feedback from the forum to prioritise and feedback on bug fixes. But as this is not happening perhaps cpm need to take a lead and force the issue with ccp as it's clearly missing. I would certainly vote for someone who would champion this cause over new features. To give input on one of your questions in the OP, i think it must be CCP policy to not acknowledge intractable bugs, as that has been their behavior since closed beta.
For that reason it's not something i would hold the CPM accountable for or ask them to do. That being said it can't hurt to ask, ofc, and keep that dialog going.
Also agree that it is unreasonable to expect CCP to reveal their business or development plan to the playerbase. Players certainly don't expect Valve to tell them about where HL3 is at - but there is an important difference here: Valve is not accepting money for HL3. CCP is selling product that has value over time and while caveat emptor always applies, there's a right way and a wrong way to treat customers.
Imo part of the reason for the declining concurrent user # is uncertainty over future development and what that means for $$$ spent - the game strongly encourages AUR purchases now, but a player would be a fool not to have concerns about the future of the game.

So they're probably fearful their next shooter will be a flop too and a big waste of money. I guarantee you they'll want this games guns/dropsuits all balanced right out the gate, because that was 1 of the biggest problems in dust, endless balancing of the same guns/dropsuits. Thats all. Agree, that plus a marketing model is what they're hoping to get out of Dust, with the bonus of a few of the current devteam's better ideas maybe thrown in.
It's not losing money, so no need to kill it where it stands, but that really says nothing about what is or isn't in store for the future.
