You have to look at the business case for a port. Ask yourself what CCP would expect from its investment.
DUST was supposed to introduce the vast horde of console players to New Eden and to add a new dimension to the EVE universe. The dream was to have DUST players interact with EVE players and to write the lore together.
Right off the bat CCP's bread and butter, the EVE players, were hostile to the idea of their money going to the development of a console game. CCP stuck it out and it seemed like it might actually work for a while. Unfortunately we soon found out that CCP had no experience on either the console or FPS developement. Additionally we found that the PS3 had too many limitations to ever break free of being a small player count lobby shooter.
In addition the basic architecture of EVE and an FPS are incompatable for meaningful realtime interaction. EVE runs on a single shard mainframe in a turn based manner. Each turn is one second for normal play which is fine for a third person game. When the load gets to be too high it goes into "time dialation" where each turn takes longer than one second to process. Having our time scales shift doesn't kill simple interaction like orbital strikes, but it would be a mess if CCP wanted to implement boarding.
So what has changed in three years? CCP has a skeleton crew for a staff. The EVE players are happy to see DUST die so it doesn't interfere with funding for their game and they won't have to share power in New Eden with "console kiddies" (their term, not mine). The PS4 is new, but does even it have the power to achieve the original vision of massive battles over a large map?
What is the point of porting DUST if it is going to remain a lobby shooter isolated from the rest of New Eden? Wasn't it supposed to be "One War"? Wasn't that the whole selling point? It was supposed to expand the universe of New Eden, not just add a disconnected lobby shooter.
So what would a PS4 port bring? It would bring those console players that were the original target, so that's a plus. But would it ever achieve the orginal vision?
How a PC port? It loses out on the huge console population and risks angering a significant portion of the current player base. On the other hand it provides the best opportunity to integrate DUST with the rest of New Eden.
What would it cost? Well, CCP would have to start pretty much from scratch with a new engine. They would have to staff a fairly large development team for a couple years before they had something playable. They would have to convince the EVE players that this was a good use of their money. A PC port would probably have a better chance with that crowd.
What are the risks? Those include failure to build a decent game due to lack of expertise and the current competition in the PC marketplace. CCP has already demonstrated a lack of FPS development skills with the current game. Then there is the competition. PS2 is a favorite of the massive battle crowd and it has a significant head start. Star Citizen, though still in Alpha, promises to be a true "One Universe" game with the same character piloting capitall ships, one man fighters, and fighting hand to hand all in first person. SC has the advantage of being designed from the ground up as a single universe, a huge fan base, a ton of money, a huge skilled development team, and a head start.
If you were CCP and looking at it from a fiscal perspective what would you decide?

The "indefinite delay" doesn't mean "dead" like it might in another context. It simply means the development team isn't going to give a hard date for all the same reasons CCP avoids telling us until a build is through QA. Even if it turns out to be a four or five month delay it is still coming. I didn't claim Star Citizen was ready to launch, what I did say was that it has the architecture to be able to have first person ship piloting along with FPS for boarding fights. That's a HUGE thing that EVE doesn't have.
I've got 67M SP and a lot of time invested in DUST and I'd love to see a port. I would love to see it expand in scope where my favorite pastime of dropship piloting would actually mean something in terms of passenger transport and arial support. From a player perspective that is gold. Unfortunately CCP has to see a valid business case before they take action and I don't know if they can make one. |

It would be nice to know what CCP is thinking, but we do have some information. Project Legion has been silent since its introduction over a year ago. We would have seen something this last Fanfest if it were still being developed so we can infer that it's dead. Couple that with no sign of hiring the necessary skills and we can infer there are no plans to resurrect it. That eliminates a PC port.
We haven't seen signs of hiring the skills for a PS4 port either. The current DUST team is too small to both update the current game and perform the huge task of a rewrite on a new engine.
Then there is the silence.
That's the worst indicator.
Talk of a PC or PS4 port would provoke a portion of the player base, but it would energize the rest far more. Any hope for the future would be welcome even if it weren't for your favorite platform.
The silence says that they don't have any plans to port. It makes sense to be silent if the alternative is to crush all hope for the future.

The real draw of a PC over a PS4 is that you can spend a bit more and get several times the power, as well as connect any set of gaming peripherals you want: HOTAS, Track IR, Voice Attack, rudder pedals, button panels, multiple monitors, etc.
You are going to spend money on games so it makes sense to have a better experience for each rather than compromise on your platform.
Consoles are a great low cost machine for those unable or unwilling to build a PC. You could attempt to build a PC for PS4 prices, but then you ignore most of the reason to build which is to get a much better machine. |

My take is that CCP considers an EVE FPS to be a failed experiment.
They went for the new blood on consoles only to have their current player base revolt and to discover that they didn't have the skill set to build an FPS. They did a great job with the depth of fitting customization and the true sense of loss when you died, but they were plagued with balance issues, never found a way to give vehicles their own role (distinct from slaying infantry) which forced them to balance against a single suit, struggled against memory limitations and great lag.
As much as I would love a port, either PS4 or PC, I don't see any motivation on CCP's part to make it happen.
If they went for the PS4 they would have to deal with the EVE player base who hates the idea of their subscriptions going to build a console game. It would cost a good deal of time and money to port as they would need to rewrite for a new engine. Once done what would they have? A low count lobby shooter that still doesn't deliver on the promise of "One Universe" and the baggage of a low rating.
Moving to PC negates the goal of gaining a new player base. It would likely cost the same but have a smaller player base. It would have the potential to become more than a lobby shooter, but it would require another significant investment. |

We may "deserve it" and CCP would love to have one, that's still a far cry from "we will build one".
I believe Project Legion is the only path to real integration and realization of the original dream. All consoles have limitations that put walks up around the implementation of those dreams. A PC port would also have the backing of the EVE player base which is no small thing.
Yes it would give up on the vast horde of console only players, but then DUST could become what it was supposed to be all along. I don't want to see it forever constrained to a small count lobby shooter. I want yo see it reach for the stars. |

Neither the PC nor console are outright superior in all ways. Each has its strengths and weaknesses.
The point to consider is how the goals of the game fit each platform. |
