There are problems with that though.
1. Logistics can be seen as the guys that move faster and have equipment. They are super support. Scouts are the guys that are really fast and have Cloak. Heavies are the big fat guys with devastating weapons, either Heavy or increased damage. Assaults are the guys that have slightly more HP than the Logistics and are slower. At least before, you could argue "well, Assaults are efficient; they are faster than most other suits and have a higher HP than their speed should indicate." Now speed is normalized. So what does the Assault have?
2. If HP is supposed to indicate speed, what happens to the Caldari with their Shields? They have less HP and are still slower. The argument before was "flank, hide, attack at range" (which means "play better to overcome your inherent weakness"). If they are to be even slower, it is just a kick in the face. Every Assault is getting hit in head but Caldari are the weakest ones to begin with.

Because some things are inherently obvious that they are likely not going to be good. I don't need to play the "rail rifle damage increased by 5% and charge time increased by 50%" change to know it is going to be a whole lot more of a step back than an improvement.
Assaults are losing a bunch of speed and they weren't even the best suits roaming about the field. Assaults are now no different than Frames given they will start 'to pay for their HP' by losing speed. This is a nerf to all Assaults and one of them is in a terrible place already.
I may be wrong but I don't think I need to see the current proposal in action to see that my Minmatar Logistics is likely going to be an even better suit compared to my Caldari Assault.
