Don't think so: unless my memory is glitching, I remember Aero Yassavi pushing hard for a PS4 port back in the days and btw he's an Amarr loyalist while Rattati is clearly all for Gallente.
I have the sensation that Rattati fought a big Planetary Conquest war, I always had such a feeling, can't really explain why.
