It isn't that I'm opposed to changes, I even tried to understand the "gameplay" side [docs.google.com] of the changes, but until someone shows me a post from CCP that specifies the problem/root issue this specific topic is a fix for, then I'm squarely in the "WTF" camp. In a nutshell, there are 120(?) suit models that pre-load every time you start a match. The idea behind power cores is to drop that number to around 20.
If you have ever played eve online, you should know that deleting your caches (chat logs, avatars, ect) improves performance after time. This is basically the same idea, but for dust.

To answer your question about the memory, I believe it is the RAM. I don't have time to find any of the post, but the devs have stated we have hit the cap basically for RAM. There are multiple assets ready to be put in the game (we have had a gallente RDV since beta iirc,] but there simy isn't enough RAM left to implement these new models.
Using Aeros example above, 22 caldari suits can be turned into 3, freeing up much needed RAM. Modules do not use this memory as they don't need to be rendered in battle, therefore power cores can give us the other 19 varients of the suits, without using the much needed RAM.
(BTW it is pronounced "plague" )

I imagine if powercores/teiricide works, and improves dust vastly, it will probably be ported to PC/PS4 as is, or rebranded in some way.
