It was a horrible solution and generated many, many support petitions. Not the least of which demanding that those responsible be used as tank target practice (only in game, of course).
The pulses things happened before. The stupid solution was great if it worked. It didn't work for well over 50% of the activations. Tankers left because of it.
There is nothing, and I sincerely mean NOTHING, that indicates that the existing yet miserable UI for active modules will ever improve.
Sad but true. Sorry for hurt feelings, but I don't coddle bad programming, nor programmers.
My favorite tank is a Lightning. Just sayin.

Shield tanks are glass cannons as determined by CCP. And they will not change until CCP changes their mind.

The is New Freaking Eden, there is nothing fair about it. There never was, there never will be and CCP doesn't care! HTFU.
This is the result of a planned, documented and dedicated attempt to Gank tanking in DUST. It worked. The biggest change, coming from a tanker that used to shield tank, is the glass cannon was done on purpose. Nothing in their description sounded fair to me, or even good for that matter. Now, I mostly armor tank. The glass cannon is why.

I am brutally honest. I face the reality of the situation. This is what we have, until CCP Rattati and crew decide to change the orders, my guess is this is the direction we are going to keep marching to.
Read the documents. CCP published them, they are still available and even the last posting explaining about how shields tanks are designed was recently put out by our current leader CCP Rattati. So, the plan hasn't changed.
Google CCP HTFU video, that is how fair you can expect the game to be.

On the active vs passive for armor repairs, please give it up. Just run an armor tank already. If you are slugging it out with infantry or tanks use the proper weapon. Easily 30% of my earlier Maddy losses were because of that stupid activation not working. And I lost two tanks yesterday because of the module switch (yes, it is a brand new controller - it is just a bad, bad UI design). You are imagining a solution that will let you play the way you want to play versus playing the game with the tools at hand. Not to mention the last one I ran lost half its shields just driving away from the drop zone, so CCP has never fixed that problem completely so only fight on smooth surfaces.
You misread my position as negative, all I am saying is this is how it is and it is this is they way CCP designed it. I don't like it, nor do I have to run shield tanks. I have three shield fits (the single seat shield is junk as well, IMHO). Over a dozen Maddy depending on whether I have gunners in squad.
I enjoy getting into a fight with another tank in my Maddy. The shield tanks are glass cannons. Use them as intended, as in fitted with a rail gun/damage mods and keep out of sight until all the modules are ready, the clip is loaded, the ammo is full and you know where the enemy tank(s) are. Then jump them and pray that you are not prey. Or team up with another tanker and flank the target.
Sorry, but the single glass cannon style of play is not fun for me. I like to slug it out. I will red line only if forced into it; a tank with gunners, two or more tanks against my solo. Although others no doubt see any tanker heading back for ammo and to let their modules cool down as a red line tanker.
What I am recommending to you is: Use the proper weapon for the fight. The Maddy are designed to slug it out with tanks and infantry. The Gunni, not so much. At least they finally gave the rail gun one more round before overheat before that I quit using them completely.
Don't take your Thale's SR into CQC and expect a positive result.
