From what I understand most Projects don't end up keeping the project name when it gets released so this really means everything or nothing. It could mean that Legion is being dropped because they've decided to roll with Dust and eventually port it somewhere. It could mean that Legion is about to enter beta under a different name.

I believe it's pretty clear that the Dust keynote at Fan Fest 2014 holds absolutely no weight in the current state of affairs much like Fan Fest 2014 and Fan Fest 2012. They always talk a big game then something fundamentally changes in development.
