For an APEX suit, I would be willing to pay around 17 million ISK. If I had that much ISK laying around.

LAV BPOs go for 50mil or less
Suit BPOs go for 30mil or less, 20mil is average
Apex for 50mil or less but I've seen 100 mil
IDK about boosters
Officer goes for 250k each, thats what I sold all mine for.

That is too cheap. I think they will go for 70-100M. Now that they are customizable, they price has dramatically increased.
It just depends on who you are selling too and how much you can get out of them.
Best bet is to wait till trading opens and see what the prices are going for.

Two things to point out :
- APEX price = 35m ISK + time (in ISK). Overall, around 50m is reasonable,
- CCP's working on making them less effective.
As to your orginal post.
I wouldn't pay a single ISK for standard items.
