I agree with this more because there are times when I spend most of my time in Lucent Echelon or Chosen Matari doing nothing but forming/re-forming squads, waiting for a match, gettying Scottied, and talking crap late at night for half an hour before getting a match.
My own opinion:
If there is any compromise I'm willing to make for the OP, it is this... I would implement alliance boosters instead of faction boosters where one booster covers 2 out of the 4 factions. Consider the fact that Gallente and Minmatar are always seen as allies and never go to war with each other because one compliments the other. The same goes for the Amarr and Caldari.
Alliance boosters boosters also help with normalizing part of the inventory in the server if that is the intent on the OP. But there still needs to be separate faction boosters due to the fact that there are two alliances in New Eden: The Gallente/Minmatar and the Caldari/Amarr alliances. Besides, currently your faction standings with the Amarr don't fall if you help the Gallente win. The same can be said about your standings with the Minmatar vs that of the Caldari.
But again, that is a big IF in regards to compromises.
Overall, I prefer to keep boosters the way they are.

I don't mind people switching alliances as the current meta. That's up to you to decide, not me. I don't tell you which side to choose, do I? After all, we are still technically mercenaries by our very nature. But of course there are those among us, at least those in the role-playing category, who choose to act less like a mercenary and more like a loyal soldier.
The system should encourage players to choose one side or the other but not force them entirely. That's what I meant to say. Even though we can choose to be loyal soldiers, we are still mercenaries to the core.
But the system shouldn't also make it too easy to switch sides. As it stands right now, if you fight for the opponent of your faction and you help them win (in this case helping the Amarr against the Minmatar), you lose standings with the Minmatar. But if you activate a Minmatar Faction Booster, your standings with the Minmatar take a smaller hit when you help the Amarr win. Overall, this is making it pretty easy for a mercenary to switch sides without having to worry too much about their standings as long as they are running boosters for both sides. This also helps you kickstart a faction battle in case you don't have enough Amarrian ass to kick for your Matari brethren by simply sending over some Minmatar players over to the Amarr side with boosters on. Of course, I usually team kill if I find myself in the wrong side so be warned if you see me in the Caldari or Amarr side TKing players or causing some sabotage.
Honestly, in addition to changing the timer of the booster from real-time to game-time and implementing alliance boosters, I would probably recommend allowing players who have a specific faction booster to get some points teamkilling on the enemy side.
That will definitely increase their value once trade opens up.
