Why should scouts only be limited to going to homepoint?
What about enemy home point? That's acceptable

Lets limit everyone to only 1 Damage Mod
Limit every team to only 1 Heavy
Limit every team to only 1 Scout
Limit every team to only 1 Logi
Limit every team to only 1 assault
Limit every Vet player to only playing with one hand and one eye.
