Project Legion, aka Dust's PC port in development, is where that is happening.

The problem is, the more FPS you put in decreases the amount of MMO you can have, and vice versa. I don't think this has as much to do with design intent, but more on technological barriers.
How long before you think the two genres can be merged without sacrifcing aspects of the other? Or is this just something that will always be? |

This is a complicated topic due to where this game may be in time (referring to the idea of industry), but at its core it is an FPS.
Blending genres is really difficult to do effectively and in a way fundamentally flawed. Due mainly to the fact that it attempts to draw people from both states of mind to play and they aren't always going to agree on what's best for the gameplay. Although understanding that this game is a first person shooter at its core and treating it as such will allow for a less tedious and difficult process (albeit only slightly).
In this case you want to choose elements that support the core concept. You want Dust to feel like a solid FPS while also introducing some different ideas into the gameplay, also understanding what each element is and the rules that govern it are very important. You must also be careful of overwhelming the player with content and mechanics. In this sense simple is better but for a developer simpler can be more difficult.
Keep in mind this isn't just an MMOFPS, it's an MMOFPSRPG. CCP has no experience in the FPS field let alone a hybrid of this scope and scale, in fact no game developer does. The size is comparable to that of other first person shooters on the market and that is where it needs to stay for the moment, there are a lot of other mechanics and features that still need work before the project can truly expand.
There are many other players who have posted topics along the lines of yours, but they all understand that the game is not yet ready. Not to mention the PS3 or PS4 for that matter will be able to handle how big this game truly will be. For now let us focus on refining the gameplay of this FPS RPG first, then once we are all content with how it plays we can tackle expanding.
If you can't read in between the lines, then what makes you think you can write?
