I would say the Commando. The Commando doesn't have many slots, so it is the least hurt by having a bunch of STD mods (high base HP). It also has the 10% bonus to rail weapon damage built in and prefit with 2 STD damage mods (about 5%). Add that with 3 Krin's and the sniper rifle actually works. You can't go wrong with the range and firepower of the State Rail Rifle.

Now that you can modify them i suppose it is up to you, what you would rather run. But taking their starting fits, the Heavy is a forge, the commando has a sniper, so not what i look for. The logi is actually serviceable (a corp mate has it), the assault rail on it is super handy, I have both the Assault and Scout. Using their starting loadouts i would say the assault is more feasible, but if you want to edit them you can make the scout better overall.
TLDR; The Assault unedited, the Scout edited.

Then it doesn't really matter since you can modify them anyway.
If you don't want to modify them, CCP's fittings are all decent, so they're all safe investments.
However, I would say commando, because it's hard to get one of those fittings wrong.

In my opinion the Assault Apex Caldari is a great dropsuit for distance combat. For cqc I've noticed that I lose so Its a 50 50 for cqc but for distance = you'll win most gun fights.

With 3 Krin's, and enough sleep/coffee, Bolt Pistol headshots with the Assault can help in cqc. I really like the Assault, but the STD shield modules are weak.
