It's very simple and I will break it down between vehicles and dropsuits.
Vehicles-
Simple. Change the way boosters work. Currently, they provide one pulse with large hp boost. Change it to the following.
50-150 hp per boost. (Light/heavy:basic/adv/pro) 30 pulses with 1 second intervals.
How will this help? Shields wil now work like armor, recharging while taking damage, similar to armor repairing while taking damage. Now, shield vehicles will need boosters to be able to fight back. It's simple. Shields are now viable on vehicles.
Dropsuits.
Simple as well. Make all armor repairs also work like the vehicle shield boosters.
Repairers should give pulses of shield hp per second, same as armor. Now, shield dropsuits won't be as effective as shield vehicles, but they will be in a much better place. And to make them better, make energizes work like passive boosters-constantly recharging shields without any delay, BUT increase the shield hp penalty to -10% to make up for the fact that they would now be better than armor. This would be the truly low hp- quick recharge type of dropsuits.

For the same reason is why the shield booster should be changed. Since it currently only has one boost, it can be canceled and let you die. With the new booster, that won't happen.

It's simple right? The vehicle fix for shields is the worst idea I have ever heard of. 50-150 HP per pulse per sec with a total of 30 pulses? My flipping Armor tank can do that passively.
That's the whole point. To make it work like armor. Hey if you want, it can be 500 hp with 5 pulses.
