Why not? You know the Gallente get bonuses to both Blaster and Railguns and often times certain Gallentean ships can fulfil interesting roles making use of Rails like the Navy Comet (answer to the Slicer in AM/Min WZ) kiting Catalysts, etc.
More to the point it is a correct racial combination since they developed they technology originally.

No it does not.
However not everyone is content with an incredibly short range rifle even if they do like the Gallentean Dropsuits aesthetics, themes, etc.

What I meant to say was that if the weapon itself is improved upon to where it commands respect in its role of short range DPS and becomes that ubiquitous service rifle it was meant to be then the suit-rifle combination would certainly be a fair bit more popular.
Also touching on that last comment again I find that in CQC you do not necessarily want an incredibly tight spread of rounds as it makes it more difficult in a short range strafe-off to put bullets into your opponent. However I am sure it helps for mid-ranged combat.

I do, honestly I feel that dispersion should be a thing for weapon mods not permanent skill-changes. But, even still, the intended design for the suit was CQC fighting, such is the nature of the Gallente Assault and the Assault Rifle - if the favorable fit is the same suit, designed for CQC, with a long-range rifle? There's something pretty critically wrong going on. Incidentally, I'm seeing a lot of Caldari Assaults running armor and assault rifles. It's like there's been a complete role-reversal.
Not sure I can answer why this is done however I can say that in my time using the AR on a non-Gallentean Assault (yes I like to use it on my Amarr Assault) that I find it very frustrating to be tickling another suit at range while they are tearing holes in my armour.
Armour Meta? Sights? Range? Sub-Optimal DPS for a hybrid blaster? Personal preference?
Also never underestimate my personal favourite..... Gun is just plain more satisfying to use.

I think the community actively laments their loss. If the existed now as they did back then I'd still be using the Duvolle on all of my fits.
