No it does not. However not everyone is content with an incredibly short range rifle even if they do like the Gallentean Dropsuits aesthetics, themes, etc. I figure if the rifle itself were better then the suit and rifle combo would be better. I do, honestly I feel that dispersion should be a thing for weapon mods not permanent skill-changes. But, even still, the intended design for the suit was CQC fighting, such is the nature of the Gallente Assault and the Assault Rifle - if the favorable fit is the same suit, designed for CQC, with a long-range rifle? There's something pretty critically wrong going on. Incidentally, I'm seeing a lot of Caldari Assaults running armor and assault rifles. It's like there's been a complete role-reversal.
Its the adverse reaction of survivability when severe nerfs has been induced bro. Changes suggested by both dev and changes supported by community doesn't consider long term effects. Thus, as life itself, mutations are born to adjust to harsh environments.
AR is made for CQC in a game that implies it allows such but dude, you and I both know that TTK completely disregards that. So now the player chooses long range weaponry to nullify threats before they become immediate threats.
Same as CalAss, shields are a joke. On paper and in common forum posts, Caldari are long range fighters with quick engage/disengage, distant soldier capabilities. Yet again dude, the game itself disregards the functionality. So players put on armor since shields are Kleenex defenses comboed with a rail rifle that no longer eliminates target quickly due to its inception tear flow. How amazing it is that shields don't last long enough to match the kill time of a RR. Though with armor and AR, a player stands to get the job done quicker and still be able to possibly survive another engagement while Cal players kill, then hide and hope no one else sees the limping away to heal
