I was scrolling through looking for someone to point this out. If the last two guys are just redliner who don't want to fight, this battle will go on forever with no one ever finishing. Those two people will never get to 5000 WP.
What you would need to do, if we wanted to make sure it doesn't end, is have the WP total slowly go down. After the first person hits 5,000, there is a 5 minute window and then the WP needed goes down by 5 WP/Sec. After 1000 seconds (16 minutes and 40 seconds approximately), the WP total will reach 0 so even those who do not score a single WP will be booted after that time. It will probably take in the neighborhood of 10-15 minutes for the first person to hit 5000. Add in the 5 minute window + the countdown, and you are looking at a 30 minute battle.

Another idea: What about a REVERSE WP game? The game starts at 16 v. 16 and after 5 minutes, the LOWEST WP total on each side is kicked. After 1 minute, the next lowest is kicked on each side. This continues every minute until it is 1 v 1. They have 1 minute and the match ends. This will slowly eliminate the weaker players and force people to push for WP. Longer playing means more WP =more SP = more ISK.
So once you get to 18 minutes into the match, you have a 3 v 3 going with the highest WP from both sides battling it out. Then in the end the last person standing on each team gets a bonus. This is almost a free for all but you can work with teammates as you go, trying to stay above your buddies to earn those extra rewards.

That is where I got my idea.
The thing with any of these types of gamemodes is you would also have to adjust the size of the map as the player count dropped. Leaving it at it's full size will make it really boring trying to find other people.
Here is how I would do it:
After the first 4 from each side are removed, the map shrinks by 25% After the next 4 from each side are removed (leaving 8 v 8), it shrinks again by 25% When it gets down to 4 v 4, the map shrinks by 25% one more time. It then shrinks by 10% each drop thereafter. After a drop in size, all players have 15 seconds to get into the new combat zone.
Now math people, don't come and say "That is more than 100%". I'm an English major but not that bad. The % is based off the remaining parts, not the total.
If I have a map that is 100 Meters squared and take 25% of it, that leaves 75 meters. The next time it shrinks, I'm not taking another 25 meters, I'm taking 25% of 75 meters which is 56.25. Then I'm taking 25% of that to make it 42.2. 10% of that is only 4 meters.
Scale this up to 300 meters squared and we are looking at 225, 168.75, 126.56, then 113.9, 102.5, 92.25, and finally 83. So at the last stage when it is 1 v 1 we have an area that is still 83 by 83 meters. That is big enough you aren't fighting in a box but it is small enough it forces engagement.
