There's not a huge amount of problems with the caldari suits. Flux grenades are a real pain, but meh.
Scout: Less good than it was before, but still carries the extreme advantage of being nearly unseeable Logi: Has problems with cpu/pg & slot count, but the nanohive carry amount increase is quite nice. Commando: Utterly screwed in terms of its recharge values and delays, but otherwise an incredibly high damage dealing suit. Sentinel: Pretty damn good TBH. Assault: Main problem is with exponential rail kick compared to all other rifles having linear kick.
Magsec is pretty decent with a few issues but is otherwise okay. Forges could maybe use their splash back but w/e. Bolt pistols are pretty good. Snipers are and probably always will be ass aside from a few specific situations.

The number of profiles isn't a problem, you could create 70 different weapons that have +1% vs armor and it still wouldn't matter if there are profiles which are gratuitiously more devastating vs shields - what you have created here is a false dilemma. It's largely about the amount of damage these weapons do.
Shields have less hp than armor and get less hp per module this is a fact - a complex shield extender is what, about 60% as good as a complex armor plate?
Shields can also have incredibly long delays and get their repair turned off by as little as 1 point of damage, it is impossible for another player to augment your shield repair. Comparatively armor never stops repairing, and it often repairs at values that are about 60-70% as efficient as shield repair... and other players can augment armor repair pushing it well over unaugmented shield rep. Fitting for more shield hp causes it to double dip on the increased amount of time it takes for you to recharge it (through both having more, and having longer delays).
Weapons that have a bonus versus shields are already some of the highest damaging weapons in the game (+10% on an ar puts it at what? 550 dps?) Scr does 70 dmg a shot and with +20% (and not counting for proficiency, warbarge or damage mods) that puts it at 84 damage per shot with one of the highest dps's in the game... against a tanking style that inherently has less HP.
There's quite a bit stacked against shield tanking as a primary form of tank (as opposed to hybrid or brick tanking). That said this isn't so much a problem with caldari suits as it is a problem with shields in general.
