Ironically Rail Technology is Gallentean in origin. They invented it and it was adopted by the Caldari however a great number of Gallentean ships can still make use of the Railguns very well as kitey ships like the Navy Comet.

The deal is that in EVERY FW MILITIA and no one of the four is exempt from this rule.... when a loyalist player base becomes successful to a degree they attract a specific kind of player to their Militia.
Those players are the Balance Shifters who determine the success of a militias efforts. Any corporation who doesn't almost expressly play for a single faction can be considered one of these balance breakers.
In this case the Caldari have achieved a significant level of success brought about by a combined effort of loyalists, skilled players, and organised players. In doing so they have attracted enough 'balance shifters' to make significant percentage gains to the point of changing public perception.
There's a reason FW is called the 'Pendulum War'.
