So I got out a aurm amarr senitel and came into a minmatar assault......he strafed through my hmg bullets took 0 damage best game ever CCP

That's self defense. For balance reasons, they aren't able to dodge bullets as long as you aren't shooting at them.

same **** on my HMG alt happens quite often, not a single registered shot

I agree with this 100% though when you say that to those who only know strafing and think FPS should be DDR, well........
**** goes sideways and you end up with MinAssaults that can strafe through a stream of bullets being generated at ~80 RPS (I forget what the RoF on the HMG is offhand though IIRC, Burst HMG is 4800)
There is no sane reason for this to exist in a game.
Cue l33t strafe mastas defending the crutch.
