The system was designed around the following concept: STD: cheap, wear these to make ISK ADV: Break even, solid performance PRO: Unaffordable to run 24/7.
The fact that PRO gear has become affordable to run constantly means we need to solve THAT problem. Solution: raise the price of PRO gear significantly (e.g. 1 mill ISK fits for full PRO). Add more ISK sinks.
If everyone runs PRO all the time, then it's no longer special, it's just like everyone running STD in the academy. It turns the game into COD. What makes DUST interesting is that you have risk/reward with different suits/fits.
Best PvE idea ever!

It's not about everyone running proto it's about raising payouts so newer players feel comfortable running what they consider Thier good gear ..to give a more challenging fight also a reason to push for the win If everyone ran ADV most of the time then it would easier for players to "push for the win." It would also be more meaningful if you did pull out the PRO gear (and risk a very big loss) to help turn the tide.

You need a draconian approach of removing all isk above x amount, and all non officer/experimental/aur stockpiled gear above y amount. Not saying it should happen, (though if people are fundementally infinitely wealthy, then this is problematic and needs to be addressed), just that anything less would do nothing. I would refund all PRO gear in assets to ISK at 100% of the current prices. Then I'd change the prices of PRO gear. No need to wipe the wallets of players. Even billionaires would feel the sting of higher PRO prices. Some could always run PRO, but that would be a very small percent of the player base, and they're almost certainly not going to be running a full squad of PRO users. Even still, a full squad of ADV users could still bring some serious pain to them with good teamwork. I'd also significantly reduce the flood of officer/experimental gear into the game (e.g. via salvage and the war barge).
In EVE, even very rich alliances/coalitions consider ISK efficiency and affordability when they design their fleet doctrines. Right now PRO is way too affordable to be "special occasion gear." That's what needs to be fixed. You can't steal the wealth players have accrued, but you can make things expensive enough that their wallets will start to decrease substantially if they constantly run PRO stuff.
