So im wondering if I bought a new ps3.. would I still be able to use my original chracter...? Or do I have to start all over

Of course you'll be able to use your original character, everything is linked to your PSN account, aside from minor cookies like settings.
Some details can be ignored

You will have your character as you have left it. It's saved on CCP's servers. |

your character data is all stored and saved on CCP hardware, not the ps3.. your settings and stuff might be changed.. but character and assets retained. If you have previously shared account on multiple PS# , you will need to go onto PS website, and eactivate old system. then sign in with your PSN ID on new system..dl dust, and play like you did before |

welcome back, we need the numbers
took a year off myself, but not due to dust blowing up my ps3... though it does sound like it gets close to it sometimes.. but have done no damage.
