That's pretty much how they were before the changes to the vehicles and mods from the rework , you could have a shield hardener active and the booster would actually help to keep the shields up from the combination of the hardener being active as long as it wasn't encountering more damage , which would decrease the shields .
It was an active mod that would give more then one initial pulse and combined with the hardener would actually make and keep the shields strong as long as the vehicle wasn't encountering enough damage to fall them , which wasn't OP because it has a nice recharge time so that it couldn't be spammed in conjunction with hardeners or just solo used spammed repeatedly .
It was actually my favorite mod in comparison to the rechargers that did nothing noticeable , hence why they don't exist anymore and they went with energizers .
I could get behind this because it's more like how they previously acted instead of the mechanic that you get now that's not really useful besides the complex because of it's recharge time ( if you have your active / recharge maxed ) and I pointed this out after the initial changes but was smacked down , I suppose that mod wasn't popular pre 1.7 except to a chosen few because more were going for reps and damage before all the damage mod changes ( infantry and vehicle ) , this game was just about how much damage that one could administer and how fast you could try to rep threw that damage because we didn't have the infantry reactive armor mods that we have now .
The game has changed a lot since then and a lot for the better but something needs to be done to help shield HAV's become viable without making them OP , I think they need a better depleted shield rate but your idea would bring back the mechanics of my favorite mod and help with the Cal HAV problem of being underpowered in comparison to armor HAV's and armor mods .
I think it would work but don't get discouraged like I did when it wasn't understood and excepted .
