A few notes about pricing. I suspect most people have no idea of what the actual value of an APEX is, so here are so rough calculations.
There is obviously a base 10 mil for buying the BPO. However, there is the attached 100k LP. How much is that worth?
This depends on a variety of things. Every FW match you play is a normal match you couldn't have played otherwise. Queue times for FW can also be substantially longer.
As a generous estimate, let's assume you would earn 200k doing pubs in the time it would take you to do an FW match. This may not be exactly what you earn (nobody cares if you claim to be earning 343294320k a match), but we can quibble over how much you earn in a pub on average all day.
The LP you earn in a FW match varies depending on your loyalty rank, whether you have boosters plugged in, and whether you win or lose.
This will affect the number of matches taken to collect 100k LP. We'll do a range of these.
These numbers assume you don't use a booster.

What conclusions can we draw from this?
Firstly, you're likely looking at somewhere in the region of 25-50 mil ISK to produce one LP APEX BPO. This suggests that prices will be somewhere in the region of 30-70 mil. This varies depending on your win/loss ratio and standings.
Most of the higher opportunity costs can be disregarded - the standings level 0 row is essentially irrelevant because if you're trying to grind 513 FW matches with a 0% win rate at rank 0 in order to get money you are doing something seriously wrong. Anyone grinding an APEX will likely be a few levels into the standings levels. The 0% win rate is also improbable, because even the sides that are presently failing are able to manage some wins when they Qsync against the unwashed masses.
Of course, these are rough estimates as you can't realistically calculate opportunity costs perfectly, but it does go to show what can be considered overpaying and what might be a reasonable price to sell at.
