remove passive bonuses from pub matches then the difference between proto and basic will make the cost/risk more favourable to advanced gear

I personally say no, there's not another game that would reset it's stuff just because it's been out a while.. Yes players abused PC mechanics but then there's players like me who earned their isk legitly but we'd be punished too...the way I see it is make a high/low pub. High rewards high risk more likely to find proto officer players. Low rewards less likely to see any proto. But first we need an isk increase in both..people say you shouldn't be able to run proto 24/7 but I disagree..everyone should be able to run proto, now officer gear should be the rare encounter not proto.
