Because they learned from their previous mistakes, and won't make announcements until something is more concrete.
I am confident that Legion is still being worked on, despite the claims by others.
Not to mention the fact that CCP is still new to the FPS gig. Any port to a new platform will take along with it many issues that in fact are NOT based upon limitations of old technology.
If they can't get some of the simple stuff right presently, then they will simply have a more polished almost-good-enough FPS on their hands on a new system. If it doesn't reach a quality threshold with regards to balance and other factors, then they will be dooming the new version before it even releases.

It is a reasonable conclusion.
We already know 1) Legion is being developed for the PC 2) CCP has stated that they are not actively considering a console at this time regarding Legion.
Its simply the most optimistic among us that believe the PS4 is an obvious or inevitable conclusion.

It will got to the PC before the PS4, should it go to the PS4 at all.
If you really like Dust, you should be fine.
