I thought they said that they would allow name tweaks but not the whole name change because that messes with the New Eden history or something like that .
This would be good though for those interested .
Full or partial changes .
Edit : I believe that some filed tickets to have their names tweaked and they allowed it but not the full change .

Correct. You can file a ticket to have your name "tweaked"; that is to say - changing a letter from uppercase to lowercase or vice versa, or adding or subtracting spaces from the name, or adding or subtracting a hyphen, etc.
However if I were to say, want to change my name from "Kaze Eyrou" to "Kaze Zeamer" then it would not be allowed.

Best thing to do is start a alt with the new name. Play both characters.
That's the price you pay for a name change. You're history follows you in New Eden it's the core of the game.
