It's not matchmaking. I have my nephew over so we made him an account and you can probably guess the rest.
The players were in starter corps but their inventory was pc ready. 3-5 players on both teams were in double digit kills with low death counts.
My nephew went 0-17

I just made a new char and went academy, getting 40 kills with militia gear. No there shouldn't be proto. I can only guess someone made a char a real long time ago, and stacked passive sp

Did he make the new character on your account? Because CCP Rattati was talking about some kind of matchmaking change to where an account can only go through the academy once.

Without a screen capture, do you have the rough match date/time/type? That might be enough for him to go on.

If they're running ISK proto this must be the answer - old accounts made for passive sp/stomping academy.
Edit: Maybe accounts that haven't graduated from academy should auto-delete after a couple of weeks.

I don't. It was today about an hour before this was posted. I can friend the account on my main and get a better timeframe since he logged out right after.
