Its a combination of this, and the fact that the Range + Scans + Shared Passives were incredibly OP.

You think Active Scans are bad? Try 100m radius, always on, no warning, perma scans. That crap needed to go.

They swapped the role to amarr because amarr had pretty much nothing going for it. Descriptions were never updated. Usually banned for being too awesome.

And it can be used as a light assault?? seems odd FOR THE STATE!

That crap needed to go. you realize the ammar can basically achieve the same now but only for about half that range instead of 100 its about 45-50m
