Look at FW, it needs to be 'kick started' PvE can be a huge catalyst for growth.
Imagine you are a relatively new player; maybe 2 - 4mil lifetime SP. You play a few public contracts one night and get your ass stomped. You decide to finally try a PvE contract. Low yield, something you can solo. It takes about 15 minutes to complete. You earn some ISK and some SP and you cooldown. Now you aren't raging at "that ******* in the MinAssault". You then rejoin the public match queue.
See how that could have gone differently? How many new players do we lose because they quit Dust post-getting their ass handed to them in a match? How many simply get bored at doing the same old PvP grind for hours?
Keeping players playing Dust with different activities leads to more players sticking around. When they stick around they buy more aurum and they end up playing more PvP matches.
And if you read the article (which doesn't sound likely), I suggest doing PvE requires an item called a Salvage Contract that must be obtained either from doing PvP or from purchasing it for a hefty amount of aurum. By requiring PvP in order to PvE we are preventing the queues from drying up the first month or so PvE launches.
By the way, the extra aurum PvE generates for CCP could mean the different between a 6 person dev team and a 7 or 8 person dev team. More staff working on Dust = a better game for everyone.

I forgot to mention something in my original post that Aiwha quoted...
I would also like a subsystem in the warbarge that produces X Salvage Contracts per day.
Subsystem Level / Salvage Contracts per day 1 / 1 2 / 2 3 / 4 4 / 8 5 / 16
